He is already taken but Marylyn Manson has got be the ugliest hands down. Iggy Pop would be second probably. One that wasn't mentioned is Boy George - of course it's hard to tell with all that make-up.
Have you ever seen Iggy Pop? I don't know where to find photos but he is ugly from head to toe and I got to see it all in one of his x=rated videos. Scarred for life!
